The Regional Creator Report: why tier-2 India is the new prime time

The audience brands are paying the most to reach is the one that watches the least TV. Where India’s attention actually sits now, and what it costs to be in it.

Prime time used to be a slot. Now it is a place.

For thirty years the most valuable audience in Indian advertising sat in front of a television at 9 p.m. It was expensive to reach, easy to measure and mostly urban. That audience has not disappeared — it has split into a few hundred million phone screens, and most of those screens are not in Mumbai, Delhi or Bengaluru.

Industry reporting over the last two years points the same way: the growth in creator spend, and the growth in creators, is coming from tier-2 and tier-3 India. Nagpur, Sikar, Hubballi, Siliguri, Tiruppur. Not as an afterthought to a metro plan, but as the plan.

Three shifts under the shift

1. Language went first

Most people who came online in India in the last five years came online in their own language. They are not waiting for a Hindi or English version of the internet; they are already on Moj, ShareChat, Josh and regional YouTube in Marathi, Tamil, Bengali, Kannada and a dozen others. A brief written in English and “localised” at the end is fighting the current.

2. Trust went local

A creator with 6,000 followers in Amravati is not a small version of a Mumbai influencer. She is a known person in a known town. Her audience can visit the shop she mentions. That proximity is the reason engagement is higher in smaller circles, and it is the reason a recommendation from her converts in a way a celebrity endorsement never will.

3. Scale went sideways

Reaching a national audience no longer means buying a national slot. It means running the same intent in many places at once — a hundred towns, a few creators each — and tracking every one of them. That is an operations problem, and it is why creator marketing outside the metros stayed hard for so long.

The question is no longer “which influencer?” It is “which four hundred towns, and who is already trusted in each?”

What a tier-2 brief looks like

  • Place before persona. Start with the pin codes where the product is stocked or the service is delivered. Everything else follows from where.
  • Language as a targeting field, not a translation task. Marathi Reels in Kolhapur, Kannada Shorts in Davanagere. Same intent, different mouths.
  • Timing by calendar, not quarter. Regional festivals, harvest, school reopening and local market days move demand more than national moments do.
  • Many small, not one big. Forty creators at ₹2,000 each will out-reach and out-trust one creator at ₹80,000 in almost every tier-2 category.

Why this is finally workable

None of this was practical when every creator had to be found, briefed and paid by hand. It becomes practical when a brand can state an intent — footfall for twelve stores in Vidarbha, Diwali week, Marathi — and a platform activates the creators who already have that audience, tracks them weekly and pays them in-app. Tier-2 India did not get more valuable this year. It got reachable.

What this means for your brief

  • Name the towns, not the region. “Vidarbha” is a map; “Nagpur 440010, Amravati 444601, Akola 444001” is a campaign.
  • Set the language per town and let the creative adapt to it, not the other way round.
  • Budget for many creators at small fees. Trust is distributed; buy it that way.
